Board of Trustees


Linda Power, Chair

In December 2010, Ms. Power was jointly appointed by the NSGEU and the Province as Chair of the Board under the Trust Agreement. Prior to being appointed as Chair of the Board, she held the position of Executive Director with the Nova Scotia Government & General Employees Union (NSGEU) from 2003 to 2009. Her responsibilities were the management of the staff of NSGEU, the administration of the day to day affairs of the union and the negotiation of collective agreements, resolving labour disputes, maintaining on-going positive, professional relationships with government officials and employers, supporting the President in the performance of her duties including the preparation of matters on the agenda of the Executive and the Board of Directors and coordinating the implementation of decisions. She was also responsible for planning, implementing and evaluating programs and policies. Prior to her role as Executive Director, from 1999 to 2003, other roles included Health Care Servicing Coordinator, Trustee on the Public Service Long Term Disability Board of Trustees, and Employee Relations Officer.


Robert Bourgeois, Employer Trustee

Mr. Bourgeois was appointed to the Board in April 2017. He is the Director of Financial Accounting with the Province of Nova Scotia, Department of Finance and Treasury Board. He is responsible for providing public sector financial accounting support to government departments and overseeing the preparation of the Province's Consolidated Public Accounts. He has been with the Province since January 2009 and has extensive experience in the interpretation and application of Public Sector Accounting Standards (PSAS). Prior to joining the Province, Mr. Bourgeois worked with KPMG in Halifax for 7 years. He holds a Bachelor of Commerce degree from St. Mary's University and is a Chartered Professional Accountant.


Corinne Carey, Union Trustee

Ms. Carey was appointed to the Board in June 2013. She has worked at the Nova Scotia Government and Employees Union since 2009 as the Pension and Benefits Officer. Ms. Carey graduated from Dalhousie University with a Bachelor of Commerce and has also earned her Certified Employee Benefit Specialist designation.


Paul Hagen, Union Trustee

Mr. Hagen was appointed to the Board in January 2014. He has a Bachelor of Arts degree in Economics from Dalhousie, a System Analyst and Computer Programming diploma from ITI, and a Masters Certificate in Project Management from Saint Mary's University. He is a Director on the Public Service Superannuation Plan Trustee Inc.. Paul has been employed with the Province of Nova Scotia for approximately 25 years and for the past eight years he has been the Coordinator of the SAP Business Support Centre in the Department of Education and Early Childhood Development.


Mike MacIsaac, Union Trustee

Mr. MacIsaac was appointed to the Board in December 2012. He currently holds a position as Provincial Secretary Treasurer with the Nova Scotia Highway Workers'Union (CUPE 1867), which he's held for over 30 years. He is a Director on the new Public Service Superannuation Plan Trustee Inc. Prior to this appointment, he served three years on the Pension Advisory Committee. Mr. MacIsaac has been employed with Transportation and Infrastructure Renewal as a Stock Clerk for the past 40 years.


Dana MacKenzie, Employer Trustee

Dana was appointed as a Trustee in February, 2017. She is the Managing Director of Employee Relations for the Public Service Commission. A practicing lawyer, Dana was called to the Nova Scotia bar in 1999 and the Ontario bar in 2002. She has practiced in the labour and employment law field in both the private and public sectors since 2000, as both a lawyer and a labour relations practitioner.


Darren McPhee, Union Trustee

Mr. McPhee was appointed to the Board in January 2007. He is a graduate of Saint Mary's University, twice, holding a Bachelor of Arts and Diploma in Criminology. Since 1992, he has been working with the Department of Community Services and is a Registered Social Worker (RSW). Mr. McPhee is currently the Secretary/Treasurer for The Nova Scotia Government and General Employees Union (NSGEU). He has held this elected position for several past consecutive terms.


Geoff Piers, Employer Trustee

Mr. Piers was appointed to the Board in February 2016. He has a Bachelor of Commerce and a Certificate in Human Resources Management from Saint Mary's University. In addition, he is nearing completion of a Masters of Public Administration degree from the University of Victoria. Currently, Mr. Piers is holding the position of Director of Workforce Planning, Performance, and Operations for the Nova Scotia Health Authority, and has worked in Human Resources in the health sector since August of 1998.


Cathy Rankin, Employer Trustee

Ms. Rankin was appointed to the Board in January 2006. She is currently Benefits Manager with the Nova Scotia Public Service Commission. Prior to joining the Province, she was a benefit consultant with a national consulting firm. Ms. Rankin is a graduate of Saint Francis Xavier University and is currently a member of the Atlantic Regional Council of the Canadian Pension and Benefits Institute.


Union Trustee - To Be Determined

Shannon York, Employer Trustee

Mr. York was appointed to the Board in February 2016. He is the Manager of Derivatives and Quantitative Evaluation with the Province of Nova Scotia Department of Finance and Treasury Board. Prior to this role, Mr. York worked for the Department of Finance with the Province of Prince Edward Island as its Investment Officer where he managed the Province's long term funding requirements. Mr. York also provided senior administration for investments for the Master Trust Pension plan. Preceding his government service, Mr. York held various finance related roles with several Canadian chartered banks. Mr. York holds a Bachelor of Science and Master of Business Administration degrees from Dalhousie University and is a Chartered Financial Analyst charterholder.
